The Association of Kosovo Municipalities in the Working Group for the Law on Salaries, through its members, presented the requests of the local government in Kosovo issued from the meetings of the Council of Mayors.
So, in this Working Group the requests of the Association of Kosovo Municipalities were presented for the salaries of Mayors, Deputy Mayors, Municipal Directors, Chairpersons and Deputy Chairpersons, Members of the Municipal Assembly, Heads of Divisions and of professional officials’ positions.
In the draft law finalized by the Working Group all the requirements of the AKM are argued, evaluated and incorporated in the final draft law drafted by the Working Group where Mayors, Municipal Directors and Members of Municipal Assemblies will have a dignified salary. AKM has reasoned and argued all proposals in a professional manner and according to the hierarchy of positions has also submitted proposals.
The mayors are categorized as requested by the Council of Mayors and the salary of the members of the Municipal Assembly is regulated when he/she is in another employment relationship and when he/she is not but has the basic salary as a member of the Municipal Assembly.
AKM on this occasion has demanded the same salary for the same position at both levels of government.
Also, to treat personnel in the Municipality in a special way as they have the position of the highest civil servant, not to be equated with other divisions.
The Legal Representative of the Municipality should be equalized in salary with the State Advocate.
The mayor’s staff should be treated with more dignity and the high differences that exist between the two levels, central and local, should be approximated.
It was also requested that this Law treats the local level of government with dignity, as so far this level has been treated with lower salaries, while the employment criteria are the same as those of the central level as the civil service in Kosovo is unique and inseparable.
