A meeting of the Collegium of Municipal Human Resources Managers was held under the joint organization of the Association of Kosovo Municipalities (AKM), the Ministry of Local Government Administration (MLGA), the Independent Oversight Board for the Civil Service of Kosovo (IOBCSK), with the support of the OSCE.
Following the opening remarks by representatives of the participating institutions, discussions focused on the review of complaints by the IOBCSK, with particular emphasis on the procedures for handling complaints, the deadlines for their review and decision-making, as well as issues arising during the implementation of these procedures.
The meeting also addressed the establishment, composition and functioning of commissions responsible for senior management positions. Participants received clarifications regarding the procedures for establishing and operating these commissions, as well as their responsibilities throughout the recruitment process.
During the open discussion, Municipal Human Resources Managers presented the challenges and difficulties they face in practice when implementing recruitment procedures, handling complaints and establishing commissions for senior management positions.

Representatives of the IOBCSK provided the relevant clarifications, noting that the institution is facing staff shortages and is currently handling a high number of cases with a limited number of staff members.
The meeting also provided an opportunity for institutions to exchange experiences and identify areas requiring further cooperation and coordination, with the aim of improving the implementation of civil service procedures at the municipal level.
