The Presidency of the Kosovo Parliament, in today’s meeting, among other issues for the upcoming plenary session in item 5 (five) of the Agenda, decided to debate on the “Review of recommendations arising from the review of the Annual Financial Statements of WRC “Pastrimi” Sh.A for the year 2021”.
The Board of the Association of Kosovo Municipalities assesses that WRC “Pastrimi” is a Local Public Enterprise, and the review of its audit reports is conducted in municipal organs and structures, not in the Kosovo Parliament. According to the Law on Public Enterprises, Local Public Enterprises are accountable only to the Municipal Shareholders’ Committee, which in turn are accountable to municipal institutions.
Likewise, based on the Law on Public Enterprises, WRC “Pastrimi” is owned by municipalities according to the percentage of shares, as determined by law, respectfully in the company’s charter.
The Board of AKM assesses that this action is a direct interference by central institutions in the competences and responsibilities of the local level.
