As part of the lobbying and engagement of the Collegium in order to discuss topics and concerns addressed by local authorities, in the framework of the development of activities in the field of health, the Collegium for Health and Social Welfare organized today a joint meeting with the Minister of Health Mr. Rifat Latifi.
In his speech, Mr. Izet Sadiku – Chairman of the Collegium for Health and Social Welfare expressed the joint commitment of the entire Collegium in addressing issues of concern in primary health and readiness for future cooperation with the Ministry of Health and Minister Latifi in the field of Primary Health Care.
In his address, the Minister of Health, Mr. Latifi once again expressed the commitment to pay special attention to the importance of Primary Health Care (PHC), cooperation and liaison between the central and local level as the only alternative in its successful operation.
Minister Latifi unveiled the seven main pillars, in which the Ministry of Health is working, which are related to the necessary transformation of the health sector, with the sole purpose of improving the quality of health services. This general restructuring in the field of health is about re-evaluating the problems and the necessary improvement of the system, which focuses on the patient.
In fulfillment of the legislative agenda, the Ministry of Health is working on their drafting, mentioning the importance of laws in particular the draft law on amending and supplementing the Law on Health, as well as the draft law on Health Insurance. Minister Latifi emphasized the functioning and development of Telemedicine in the Main Centers of Family Medicine (MFMC), where Albania should be mentioned as a good example, and where the need for use and extension in all health centers of the country is clearly seen.
As for the vaccination process, the Minister of Health expressed concerns regarding the vaccination process with the third dose.
Maximum involvement of Municipalities in this process is crucial and should be a priority in terms of vaccination of the population against COVID-19, because the pandemic has not yet passed and therefore should be appealed unanimously to unvaccinated citizens to do so as soon as possible in order not to go back with different restrictions.
While from the AQH Project (Accessible and Quality Health Care) the main points of possibilities for cooperation in raising the quality of health services at the local level were presented. One of the main points remains the series of trainings that aims to further increase the management capacity of health managers from Kosovo municipalities.
Meanwhile, the Directors of the Municipal Directorates of Health and Social Welfare pledged to cooperate with the central level, also mentioning the challenges and problems they are facing, including limited human and budgetary resources.
