The Association of Municipalities of Kosovo, within the project with GIZ, organized the meeting with the main actors for the inter-institutional dialogue “Investments in Renewable Energy Sources at the local level, for small generating capacities and self-consumption”.
The dialogue brought together representatives of central institutions, energy sector operators and municipalities, with the aim of exchanging information and finding solutions for RES projects at the local level.
The representatives of the Municipal Offices for Energy, the Ministry of Economy, the Ministry of Environment and Spatial Planning, the representatives of KEDS, ZrE and KESCO discussed the steps to be followed for a municipal project: the conditions of connection to the network, the status of the prosumer, contractual relations, energy measurement and billing.
Arsim Osmani from the Association of Municipalities of Kosovo said that central level institutions and companies operating in the field of energy should cooperate closely with the Municipalities because these are not only technical issues.
The clarity of the procedures enables them to plan feasible investments, use the energy produced for their needs and better manage public expenses.
The head of the Energy Collegium of AKK, Afrim Prokshi, spoke about the importance of addressing the needs of municipalities in the energy investment process.
Avni Sfishta, leader of the Energy Project at GIZ, spoke about supporting dialogue and inter-institutional cooperation in this field.
Servet Spahiu, from the Ministry of Environment and Spatial Planning, addressed the aspects of spatial planning and construction related to the development of renewable energy projects.

For the implementation part, Florian Halimi from KEDS spoke about the procedures for connecting to the network and the technical conditions that municipalities must take into account.
Sabri Tërnava from KESCO addressed supply relations with prosumers, measurement, billing mechanisms and how to read the electricity bill.
Gani Buqaj from ERO spoke about the regulatory framework, the status of the prosumer, as well as the rights and obligations related to municipal investments.
In the open discussion, the municipal representatives present the challenges and needs of the municipalities that they encounter during the preparation of projects for self-consumption.
These projects require more than an investment decision: the municipality must know the connection conditions, regulatory requirements and how the energy produced will be measured and billed.
Clear procedures and regular communication are necessary to turn municipal renewable energy plans into viable investments.
