Development and Operationalisation of the LORAI Monitoring System in Kosovo
The Association of Kosovo Municipalities (AKM), within the EU–Council of Europe Joint Programme “LORAI – Local Observatory on Reform Agendas Implementation in the Western Balkans”, invites eligible research and consultancy companies to submit proposals for the development and operationalisation of the LORAI Monitoring System in Kosovo.
The assignment aims to support the development, finalisation and operationalisation of a practical monitoring system for local-level monitoring and reporting under LORAI in Kosovo. The selected company will build on the completed baseline assessment and other available project inputs and will contribute to the refinement and validation of monitoring indicators, municipal-level data collection and structuring, technical exchanges with relevant monitoring structures, substantive and methodological support to four focus groups, and the finalisation of the monitoring system and related recommendations.
Interested companies are invited to consult the Terms of Reference (ToR) and Annex 1 – Service Costs Table, which provide detailed information on the scope of services, activities and deliverables, required qualifications, proposal submission requirements and evaluation criteria.
