Sustainable Mobility Practices

Achieving the goals of sustainable mobility measures requires a multifaceted approach involving a range of stakeholders, including governments, local communities, businesses and civil society organizations while also municipal associations are one of the main promoters of change. The main actions to effectively transform the planned SUMP activities into reality, the implementation process should include:

  • Developing appropriate long-term policy legislation that supports sustainable transport in local communities and empowers local and regional administrations for a proactive engagement in sustainable mobility planning.
  • Investments in transport infrastructure to support sustainable mobility, including the development of high-quality public transport systems, the construction of safe cycling and walking paths, and the installation of charging stations for electric vehicles.
  • Raising awareness of the benefits of sustainable mobility for driving behavior change.
  • Strong partnerships between different sectors, including government agencies, private companies, non-profit organizations as well as general public bodies concerned.
  • Continuous monitoring and evaluation which includes collecting data on transport trends, assessing the impact of implemented policies and making adjustments as needed to improve results.

Below are some good examples of sustainable mobility actions that can be replicated by different local communities or regional organizations to promote sustainable mobility in local communities.

Cycling training site

Location: Pristina, Kosovo

Residents of the municipality: Approximately 227,154

Organizations: Municipality of Pristina, supported by GIZ Kosova, Transport Community, NGO for cycling “MaraklitBiciklave”, Cultural Youth Center of Pristina

Description:

The Cycling Training Course in Pristina is the first dedicated cycling training center in the city, designed to teach children basic cycling skills and road safety. Located in Pristina’s Taukbshke Park, it offers structured lessons and free cycling opportunities. The training sessions are organized by the Cycling NGO MaraklitBicycles, which are held twice a month in cooperation with local schools and the Cultural Youth Center of Pristina. These sessions provide theoretical and practical lessons for primary school children, covering topics such as safe cycling practices, traffic regulations, bicycle maintenance and road awareness. The program mainly targets 3rd and 4th grade students, aiming to cultivate a generation of confident cyclists who can navigate the city safely. In addition, the academy offers training to high school students and hosts summer camps, and it remains open to the public for additional classes. After the successful launch of the first training course in September 2023, a second session was introduced in September 2024, further supporting sustainable transport solutions for a brighter future.

»Bulb-out«: A traffic calming measure

Location: City of Ljubljana

Number of inhabitants: 280.000

Organization: City Hall of Ljubljana

Description: A good example of a safely designed pedestrian crossing is the implementation of ‘bulbs’ – pavement extensions in front of pedestrian crossings. This measure shortens the distance for pedestrians, improves road visibility and reduces vehicle speed, thus increasing the safety of all road users. By moving parked vehicles away from the intersection, the driver’s line of sight is improved. The space gained can be used for planting greenery or installing street furniture (such as benches or bike racks). This measure serves as an effective traffic calming method, with a short-term effect due to the ‘bottleneck’ and a long-term impact by encouraging alternative uses of parking spaces.
